Once an economic bright spot at Lake of the Ozarks, the Osage Beach outlet mall is now a shell of its former self, with a handful of retailers hanging on in hopes that the mall will be bought and redeveloped.

A 2022 proposal to purchase and redevelop the mall fell apart when the development team of Legacy Development and Horizon Development couldn't come to terms with the City of Osage Beach. The developers had sought a Tax Increment Financing (TIF) agreement, and as part of the process outlined in state statute they had to make the argument that the mall was "blighted."

The blight study conducted by the developers included dozens of photos showing the property's dilapidated state: from crumbling stairwells and walkways to moldy interiors.

Since negotiations with the city fell apart, Chris Foster, of Horizon Development, tells Lake Expo his team has regrouped and still hopes to buy the mall from Simon, with new plans to redevelop it. Foster's plans include mixed use, ranging from retail to residential to a sports facility. Horizon has applied for a tourism-focused grant from Missouri's Department of Economic Development, and Foster says they hope to hear back about the grant by February. Meanwhile, Osage Beach Mayor Michael Harmison has publicly stated he has had conversations with multiple other parties who are interested in buying the mall.

What the future of the mall looks like is, for now, uncertain. But for now, here are the photos submitted by Legacy and Horizon in 2022, revealing the worst corners of mall's declining infrastructure.
