PETTIS COUNTY, Mo. — A law enforcement officer who served in multiple jurisdictions has been charged with raping a woman before he became a law enforcement officer. If convicted, he could receive life in prison.

Collin K. Goodsell, 28, of Peculiar, MO. Goodsell was arrested on February 12, 2026, in connection with a sexual assault investigation conducted by the Troop A Criminal Investigative Unit of the Missouri State Highway Patrol. He is charged with Felony Rape, for which the penalty under Missouri law is 15 years to life in prison.

Court documents state the incident allegedly occurred in 2017. Based on Goodsell's age and Missouri requirements that a person be 21 years old to be a law enforcement officer, the alleged incident would have occurred before Goodsell became a sworn officer.

Goodsell is accused of having sexual intercourse with the victim "by the use of forcible compulsion," and authorities say in the course of the alleged rape he "displayed a weapon in a threatening manner."

Goodsell was placed on administrative leave by the Belton, Mo. Police Department when officials there learned of the investigation. Court documents place the date of the alleged crime before Goodsell's employment with the city of Belton.

However, the MSHP noted Goodsell "held several law enforcement positions in Cass and Livingston Counties." Anyone with information regarding this incident or similar accusations involving Goodsell is encouraged to contact Corporal Travis Goolsby, at Troop A Headquarters 816-622-0800.
